Is it legal to start the game in base contact with an opposing unit?

yes if you both infiltrate and the first player bases your ifiltrated unit.

don't have to be both infiltrate, you could always based a unit aslong you are not in their DZ (when infiltrate)

ex: vehicle base that sticking out from the DZ
