Depends if you are including charge and stuff like that......
Skariah could be called one of the best close combat mechs if all you are basing it on is close combat, because she has agility and armor which means she takes 0 damage from a close combat attack. She also returns with an 11 attack which is pretty nice.
Big guys with brawling are good too..... guys like Clyde or Jung the two hellstars. Clyde deals out 6 damage in close combat and attacks at 11.
I am speaking from the eyes of a republican though..... other factions may have thier favorites.
Defensive close combat mechs: (just the standouts.)
Andre Crawford (DF Black Knight)
Skariah Paragon (ROTS Valiant)
Why?
Both have heavy armor and agility, meaning they take 0 damage from CC attacks coupled with 11 attack and no minimums, meaning they can hit back.
Offensive close combat mechs: (again, just the standouts)
Jung Chae (LI Hellstar)
Clyde Joyce (ROTS Hellstar)
Barry Segal (BR Black Knight)
Why?
All three have brawling, all charge for 7 clicks of damage, all start with 11 attack. All have no minimums and have ranges from 12"(Jung) - 14"(Clyde and Barry).
Maclovia(MERC Centurion) would make the list, if she could make a dent versus other agil mechs.
As a general statement, any mech with agility would make a good CC unit.
If CC also includes the special attacks (charge/DFA)
I'd also add Andrei Czupek(sp?) and Jacyn bell
against agility mechs they're useless but for full blown terror they tend to rock!
Agility aside, Jung Chae/Clyde joyce - these two are downright scary if they get into base contact with you.. not just for their high dmg brawling ability.. but for how stable their stats are as they take damage.
Point effectiveness, well if i were to play bumper mechs in a 450 enviroment? Liao Targe all the way.... just can NOT beat that package for only 159 points..
I'm Liao biased... i know there's alot more out there that do the same thing/s as well or better than some of the units i mentioned, but i still havent seen another faction with a 90 ton assault mech able to run 2/3's of the way up the board in a single turn... mmm Velveeta smooth!

Great Mech. Before the days of Arnis, before Charging became cheese, I used to use Tomoko to charge. Then when charging became cheese, i stopped charging (I don't play cheese). Tomoko's great.

Basing only on close combat, Skariah is only good for 4 clicks.
