Yes, it does seem kind of odd that a gun EMPLACEMENT would have a move,
while a TOWED autocannon has no movement points. Seems like it would be easier to push a cannon on wheels around rather than dig up and move an emplacement.....
The only thing I can figure Jeff is that they had to do something to cover the Elite SH unit the ability to be deployed outside the dropzone (infiltrate on its first click) and camo.
The thing is that with a Cap of 0 the Gun Emplacements can't be put in a transport, so if they had a 0 speed there would be no way to move them. The slow speeds allow them to move some, but don't allow their long ranges to be abused.
As I proposed in a nearby thread, removing the word OPTIONAL to Infiltrate and giving some capacity to SU Infiltrating units could give you the chance to place them anywhere on the map and make them unmovable...

The gun nests/emplacements (whatever) have a transport ability of capacity 0(zero). Therefore they can't be a passenger in another transport, therefore they can't be slingshotted and dropped like the TAC's and other infantry.
