THe equpiment doesn't say that you can't. Seems like it just adds halfd the damage rounded up. It's up to you to divy up the damage as you will.

Yes you can although just wait for it... some future version of the gear card will likely be identical cost and weight class, and limited to single targets (like they did when they reissued Inferno Ammunition).
