The reason for stalling seems to be the predictability of victory.
If you beat your opponent by 1 point you win.
In real battle the size of the victory matters. Every troop you save and every enemy down is one less in future.
What if you added a rule that there was a chance depending on your margin of victory of a 'medal'. A separate prize could be awarded to the person with the most 'medals'.
Win- For a 200 or 300 point match
1-25 points -no medal
25-50 points - roll 6 on d6
50-75 points - roll 5,6 on d6
75-100 points - roll 4,5,6 on a d6
100+ - automatic medal
No one would stop even if he was ahead because he wanted to maximise his probability of a medal.
How about you use this statistic to determine a victor?
Margin of victory / Total Survivor Points For Both Armies
= X
1-3% - Unclear Victory, Medal on roll of 11 or more on 2 dice
4-5% -Borderline Victory. Medal on 9 or more on 2 dice
6-10% -Minor victory. Medal on 7 or more on 2 dice
11-15% -Clear Victory. Medal on 5 or more on 2 dice
16-20% - Major Victory. Medal on 3 or more on 2 dice
>20% - Total victory. Automatic Medal
