Ok, this is what i do if i'm outranged. Say my techun is being faced by a stormy deathstar...this is what i do. Put a shade in front of my techun and advance well into the stormy's range. I let the stormy kill the shade and fire with my techun, weakening the stormy with a big 5 clicks. If the stormy doesn't do anything, i move the shade and shoot, and if he runs away, well, i have the advantage? Does this work for anybody? Please give me your thoughts.
Shades, Imps, whatever. They work well as blockers to protect your figures from being shot while they close in. You can use the same technique to close within melee range when using a melee army.
Also, if you use Imps instead of Shades, you have the option of making base contact and then using Flight to break away when you are ready to shoot. This is more useful if you are facing, for example, a Magus Death Star since Magic Blast could ignore a blocker...
here is a situaion i aced recently. the stormy death star is starin me down with two tough amotep gunners next to the stormy, droing a shade in front to get in close is a death setence, cuz th gune will waste the shade (due to enancement), then stormy will lay waste upon whatever i put i range. figures with LimitedInvis. are really the ones you want t block this line of fire, preferably those warrior sprite dudes.
i used to play an army like that (stormy with gunners)... and he is right, the gunners waste the blocker then the stormy fires away. figs with LI would definitely help.
and expect the opponent's army to have his own blocker or harrasser.
LI helps a lot against those "deathstars", but also when you see Storm golem amotep gunner armies use 2 pieces of blocking terrain like in the middle of the table.
... but if i face a Arcane Dragon (or something with a 14' magic blast range) surrounded by, lets say, 15 goblins vollunters.. before reach him, i need to kill at least 3 goblins in a row, and receive 2 or 3 magic blasts on my soldiers. Then he tie up my soldiers, and fly away... i would hate to fight a 300 points army like that...
I use ML on a strong melee fighter when I see I'm outranged. Move them first, then Lev into base. My venue has a LOT of Solonavi players, mainly Destroyer and Creator, therefore, moving 30 inches with a Centaur Champion/Thunderdoom Troll/Other big melee piece in a single turn, then attacking next turn without pushing, and tieing up thier range is a real help

for you: Wind Minion, blast them goblins (with shockwave if you can) they're not going to kill him !:D
and MI, in any other case he can only blast 1 fig for maybe 1,2,3,4,5,6 damage pull it back heal it if the Arcane pushes he's going down.
Use the KI chariot!It can move 18",and can fit in a 300 point army with a GateLord!Now if they had a dwarf with MB......Then thing would be driffernt!LI is a very good thing to use aainst the Storm,but the Magus requies a drifernt stradgey. LI+Dwarves+range=ouch time!
One problem,I don't have lich!Also,the stradgeies I posted are easier to achive\buld.Buy the KI chariot off the shelves,dwarves are common,LI you can get easy in dongueions(I hate it when my brother uses that LI hero),and that is why I mentioned that dwarve\MB tidbit.

This is why I like masses of goblin volunteers layed out in patterns that keep the gunners from hitting them all.

This is why it's important to have more than one gun facing the situation and to spread your power a little thinner. If they can't provide enough blockers then you win most of the time.
