What I have noticed about hte foils, is that when you hold them up to the light you can see through the dial and see the figgures stats and special abilitys that are comming up. This is a great way to cheat...
Being thrown out of a tournament for looking too closely at your figure? :D
I'd say that goes a bit too far into utter rules-facism. If you can see through it, you can see through it. You shouldn't have to avoid trying to!
Course, your opponent should be able to look too...that should more than balance it out.
P1: "Yeah, you can hit me, but I've got vampirism coming up."
P2: "Wait...this is a new figure...how do you know that?"
P1: "Umm...well its got 'vampire' in the name, so its probably got vampirism at some point."
P2: "You're getting unfair information!!! Throw him out!!!"

It's illegal in tournament play to spin your dial to look ahead or behind in your figure.
It's illegal to have notes or other play aids which may record such information.
Peering intently (as opposed to a casual glance, which won't work on my foils) seems a violation of the principles above. Your milage may vary.
