With figs that have 3 bolts, if they do the multi-attack do they have to attack 3 figs if there are 3 opposing pieces withing range? I know that you can just not give the third piece damage, but where this really comes into play is with Morgan. If there are three pieces within range and any 2 of them add up to less than 100 but all three go over, and I want to MC two of them to attack the third but not take a click for it, do I have the option to only attack two of them? Also if I have to attack all three, do I have the same flexibilty that I do with damage dealing attacks, for instance just choosing to do nothing with the char, no free action?

You can attack as many as you want to, up to the total number of bolts you have. So for Morgan, she can target 1, 2, or 3 opposing figures.

You can choose up to three targets. So yes you can just target two figures even though you have three arrows.

AFAIK 3 arrows means that you can target UP TO 3 targets.

But even if you MC someone you don't want to do anything with that's no problem sinc you can give them a move action for example and just walk in a cirlce to get back to the square the figure started in. since MC doesn't add a token anymore it is the same as if the figure hadn't done anything at all.
