Hmm...I see this one as a Charge armies best friend. It's almost perfect as a mini-downpour or something. Kossak can charge into combat while everyone else must move into b2b then use another action to attack.
since you roll any time there is a move action, which should occur about an average of 3 times per full turn (assuming the caster's team is NOT moving) it will last on average only about 3 turns or so, so you must cast this at the right time, not in the beginning of the game...if both armies are moving, this will only last not even 2 turns on average...
I think for the page count and what it does, it actually won't make it into too many books in the end...
I agree with MJolnir. This one doesn't look like one you'd play at the beginning of the game just because, but rather one you'd play mid-game at a critical time to slow down opposing horseshoe figures, or protect against a Surge figure, for a limited time.
