If you mean what if both opposing figures (let's call them Figure A and B) are enchanted with Psychic Reflection (PR) and what if Figure A attacks Figure B, and Figure B successfully reflects back the damage, would Figure A's PR reflect back the reflected damage?

The answer is no.

Psychic Reflection only reflects back damage from a close or ranged combat attack. The reflected damage from Figure A is neither of those.
