Its to do with the wording of the rulebook. When you load it states to reduce your movement by half. So for a transport with a move of 9 that would be to reduce it by 4.5, rounded up to 5. Leaving a speed of 4.
To unload it states to halve its speed value. So again for the same transport it would be to reduce its speed to 4.5, rounded up to 5.
The rules state that you always round fractions up in section 5 of the rule book. The confusion with loading and unloading comes because the rules for each are worded differently.
