Question: What is the name of the small periphery realm that's located to the right of the Magistracy of Canopus and below the Capellan Confederation on the 3130 map? Is their any data on this realm?

You're either thinking about the "Taurian Concordat" or the "Franc Reaches" I'm sure others know more about these realms than I could.

That's the Fronc Reaches, formerly known as the New Colony Region.

It was jointly settled and administered by the Magistracy of Canopus and the Taurian Concordat until an independence movement took hold in the ranks of the Colonial Marshals and the Canopian Magestrix Emma Centrella and the Taurian Protector Jeffrey Calderon were taken hostage in the early 3060s during a conference on the planet Detroit. During the rescue led by Emma's daughter, Calderon was killed. Though the rebellion among the Marshals was put down, events elsewhere distracted the Magistracy and the Concordat and led to increasing neglect of the colonies until they declared their independence as the Fronc Reaches.

That's the basic outline. Without looking it up, I seem to recall that the Detroit incident occured from Dec 3060 (when Sherman Maltin and his rebel Marshals took the hostages) to Feb 3061 (when Naomi Centrella, with Capellan aid from her new sweetheart Sun-Tzu Liao, rescued them). And I believe the Fronc Reaches declared their independence in late 3066 or early 3067. But I may be off by a few months either way, so don't quote me on the dates.
