if my opponent would stun or exhaust one of my charachters that had an activated effect would i be able to use the effect by adding a chain link on it

for example
my opponent has magneto and targets my toad to be exhausted can i exhaust toad?

You are not allowed to exhaust your characters for no reason. If that character has an activated power, you may use that power before Magneto exhausts him.

You may also exhaust a character as part of another effect such as Finishing Move or Project Wide Awake.

The answer's still no as Toad returns to your hand when he would be stunned, not exhausted.
