1.If a card says activate do you have to pay a rescource to use the activate effect after it is already been played
2.Does a location card stay active after you activate it.
3.Do equip cards stay in effect after they are activated and can you put more than 1 equip card on a charecter?

1) Activation is it's own thing. I can't think of any cards that require you to pay a resource to use, though there are a couple that have relatively self explanatory extra costs, such as Darkoth making you KO a location to give him a boost, or Genosha, which you have to KO to use.

2) Yes, unless you are somehow able to re-ready it. Note that they re-ready during the recovery phase, just like characters do.

3a) Equipment doesn't activate. Cards like Advanced Hardware give your equipped character an (extra) activated power. The character exhausts to use this ability. Most of the equipment cards are self-explanatory, such as putting the Pogo Plane on the bottom of your deck and discarding a card to go get a location.

3b) One equipment per character. If you give someone Dual Sidearms, unless you or your opponent somehow manage to remove that card, they cannot be given any more equipment.
