Does this mean you May keep the card as well?

Yeah, putting it on the bottom is optional. You could leave it where it is.

No, you can either put it back onto the top of your deck, or put it on the bottom of your deck.

Usually, if you were to keep a card, it would say 'draw', like on Museum Heist.

Otherwise it will say things like 'look at' or 'reveal', like in Base of Operations or Longshot.

can you still continue to cycle cards if you have the available characters?

You can continue to exhaust characters to look at the top card and shift it to the bottom, as that doesn't require activation on the location's part... simply a cost to be paid (exhausting a character)
