Ok it's my understanding they will be giving level 2 judge tests for the first time this weekend at Gen Con. I'm curious as to what the requirements are to be able to take the test? and who i would need to speak to if i wanted to take it?

You must be level 1 already. Sometimes they say you must be actually judging in a store but I dont know if that carries over to VS. There will be a side table set up next to the place where they are running events..whoever is sitting there is who you need to talk to. They will probably ask you to volunteer to judge a side event so they can watch you in action. If they are really busy they may ask you to come back later. I would not try to test when they are starting any big events.
