Is the legality of a Team Attack--specifically whether all attackers share a team affiliation--checked after a team attack is proposed?

If a team attack is proposed and then a teamup is negated the attack cannot continue.

If a team attack proceeds to the attack substep and the attackers exhaust and gain the team attacker characteristic and then the teamup is negated the attack still proceeds.
