Each of your opponents turns all locations he controls face down.
Ongoing: Whenever an opponent flips a location, that opponent discards a card from his hand.

It does not give your opponant an additional cost to play locations, it is a triggered effect that is put onto the chain. At the resolution of that effect, they have to do as much as possible. If they do not have any cards to discard, it does not affet their location in anyway.

Ok to clear this up then if u had two Concrete jungles in play they would have to discard 2 cards?

if they only had one car left then they could discard one (as there last card) and flip the location as they had tried to meet the full cost?

Right. Each Concrete Jungle puts a triggered effect on the chain. The first one is paid. The second one tries to get paid, but can't.

Note again that it is not a cost, it is part of the effect. So, the reason they may flip the location is because they attempted to perform as much of the effect as possible, rather than trying to meet a cost payment and failing.

my question though, my opponent has the jungle, i flip lost city.. can i respond to jungles effect by using the only card i have on the lost cities effect for my sexy character thats about to win me the game?

As long as the character you're trying to pump with Lost City is involved in an attack, you can use the power in response to Concrete Jungle's effect, giving that character a +3/+3.
