1. If Freeze is stunned, and not recovered, or KO'd through some effect before the 'ready exhausted characters' step of the recovery phase, then presumably his effect is ignored, because he is stunned and doesn't have the text in his box anymore.
2. Can you voluntarily forgo recovering a character from Stunned to Exhausted during the recovery phase (e.g. to fuel Starfire next turn) or must you recover 1 character if you have a stunned one

That is not correct, because Freeze's ability is triggered on the attack (keyword in his ability = "whenever...") and is not reliant on whether or not he is still in play. The effect in this case is seperate from its source, and no amount of koing will prevent Freeze's ability from still affecting whoever he attacked or whoever attacked him.
About Starfire, if you choose not to recover a character, they ko. Its a choice you make and if you want to fuel starfire, go ahead and ko your board if they all stun ;)

Whenever Mr. Freeze attacks a character or is attacked by a character, that character cannot ready this turn.
1. Mr Freeze's power is a triggered power. Whenever he is attacked, the effect "that character cannot ready this turn" is placed on the chain. When that effect resolves, that character cannot ready this turn.
Even if Mr Freeze is later stunned or KO'd or removed from play; it doesn't change anything.

Triggered powers wait for their trigger conditions to be met either by an event in the game or by the state of the game. Triggered powers generate triggered effects on the chain. "At random" does not denote a triggered power.
2. Choosing a character to recover during the wrap-up of the recovery phase is optional. All stunned characters will be KO'd.

408.2b Each player may choose one character he or she controls with the stunned characteristic. The primary player chooses first, and then all remaining players make their choices in clockwise order. Choosing a character is optional. Each player then simultaneously recovers his or her chosen character. Then, each player KO's the remaining characters with the stunned characteristic he or she controls. If a character can't be KO'd and was not chosen, it will remain stunned.
