Sorry, I'm at work so I can only give a short answer, from what I understand. It is not a clear line if something absolutely blocks your shot, (i.e. blocking terrain, or a friendly figure). But to be honest, I am not sure as it applies to hindering terrain. I know this is not much help but its the best I have for right now.
Page 13 of the rulebook:
"Before making a ranged combat attack, you must determine if the attacker has a clear line of fire to the target and if the target is within range. To determine if there is a clear line of fire, use any straight edge or draw an imaginary line from the center of the attacker’s square to the center of the target’s square. Line of fire is blocked and the attack cannot be made if the imaginary line passes through a square that contains a character other than the attacker or the target, or if the line of fire crosses blocking terrain. Soaring characters block line of fire only if the line is being drawn to or from another soaring character. A line of fire that passes between two characters, even on an exact diagonal, is considered blocked."
Fixes in the FAQ:
"Change the last line of the third paragraph under Ranged Combat, page 13, to: “A line of fire that passes between two adjacent characters, even on an exact diagonal, is considered
blocked.
Add the following to the end of the third paragraph under Ranged Combat, page 13: “Grounded characters only block line of fire to other grounded characters.”"
So as Greenand gold said, LOF is either blocked or clear.

The passage I quoted outlines what a clear line of fire is. Simply check to see if the LOF between two characters is blocked, if it's not then it's clear. It's the same with ranged attacks as it is every where else (the hindering terrain bonus does not apply to whether you have clear LOF or not).

Provided you can draw LOF (the character isn't stealthed with Stealth or the Batman TA for example) then the LOF is clear and you can outwit.

SHIELD and PD don't require LOF. Hydra does require clear LOF so as long as you can draw LOF, it's clear.

Using Outwit/Perplex/Team abilities, what does "Clear line of fire" mean?
Can you have a clear line of fire for outwit through hindering terrain?
What about for team abilities like SHIELD/PD/HYDRA?
What is "Clear line of fire"?

Read CM's post above. Those are the complete rules for LOF, and applies to anything that requires LOF. In short, if LOF is not blocked, it is clear. LOF that passes through hindering terrain is consdered clear for these purposes.
