I have a Scott Free <> Mr. Miracle and a Mimic in play. At the start of the combat phase, Mr. Miracle has his cosmic counter, and Mimic takes Mr. Miracle's Activated powers. Here's what each of their texts are:

Cosmic: Activate, remove a cosmic counter from Scott Free -> Remove target attacker from this attack. Use this power only while Scott Free is defending.

While another character has flight, Mimic has flight. While another character has range, Mimic has range.
At the start of the combat phase, Mimic gains target character’s activated powers this turn. (If any of the powers use that character's name, use this character's name instead.)
My question is, does Mimic have a cosmic counter to remove to use Scott Free's activated power? The rule on Cosmic is:

Cosmic is a keyword on character cards that represents a continuous power that functions in the in-play zone and a one-shot modifier that modifies how the character card comes into play. Cosmic and cosmic counters have special rules that apply only to them and not to counters that have other names. (See section 707.8)
A character with cosmic comes into play with a cosmic counter on it. As a character becomes stunned, remove all cosmic counters from it. A character can't have more than one cosmic counter on it at a time. A character that doesn't have cosmic can't have any cosmic counters on it. Stunned characters can't have cosmic counters.
The phrase "Cosmic: <text>" means, "While this character has a cosmic counter on it, it has <text> in addition to any other text it has." If the character does not have a cosmic counter on it, it does not have <text> in addition to its other text.
I know he can copy Activated powers that have cosmic in front of them like Mark Moonrider, but does he have a cosmic counter to remove to fulfill Scott Free's ability?
When Mimic copies the power from Mister Miracle, he grabs all the text starting with "Activate". He does not gain the cosmic keyword, and cannot gain a cosmic counter. That means he cannot meet the other part of the payment for Scott Free's power.
If he steals the power from Mark Moonrider, however, ("Cosmic: Activate -> Target player loses 5 endurance") he can use it. That's because Mark Moonrider's power is a normal activated power he has access to whenever he has his cosmic counter.
In short, Mimic and Rogue only grab the power portion of a cosmic ability... it does make them cosmic when they grab a cosmic character's power, and they cannot gain a cosmic counter by copying the power from a cosmic character.
Even if they did grab the Cosmic keyword when they copied the activated powers. They didn't have Cosmic when they came into play anyway so they still would not have a cosmic counter.
