Bat's Belfry reads 'Remove two cards in your hand from the game >>> Whenever target Arkham Inmates character you control attacks a character this turn, exhaust that character. At the start of the next recovery phase, return the cards you removed from the game to your hand.'
My question is when is the 'next' recovery phase? Is it the recovery phase of the current turn, or is it the recovery phase of the next turn.
There isn't clarification on the word 'next' in either the rules update or the CR. My guess would be that it would be the one that is coming up, with lack of information to the contrary. So if I use Bat's Belfry in the Draw Phase, the Recovery Phase (which is the next Recovery Phase from the point I'm at) would be when I get it back.
There is no limitation as to when to use it, so I am guessing it is printed this way since it could be played in the Recovery Phase (don't ask me WHY you would do this), and thus you would get your cards in the Recovery Phase of the next turn.
If it is supposed to mean Recovery Phase of the next turn, though, hopefully it will be clarified to state that as just the use of the word 'next' can be ambiguous.
I guess you might use it in the recovery phase if at the start of the recovery phase your opponent activates an effect to make you discard. You could remove yours from play and not discard and then get them back during the recovery phase of the next turn.

There appears to only be 3 cards (up till MMK) that use the word next:
J. Jonah Jameson, Sensationalist; 'the next time you play...'
Lex Luthor, Power Armor; 'next turn that player cannot...'
Outback Stronghold; 'recovers for the next time...'
And all these 3 basically apply to the one that is coming up, so it would appear your interpretation would be consistent with existing cards..
The only thing that bothers me is, if that was how the card was meant to work, it could have just said 'At the start of the recovery phase' instead...
The reason they didn't word it that way is likely to allow it to do precisely what gator mentions. With cards like Emerald City and Council of Power around, sometimes it can be worth it to ditch the cards.
John Proudstar can be stunned during the recovery phase; if this happens, will his delayed triggered effect wait for the start of the next recovery phase, or will it effectively "expire" at the end of the current turn?
To provide context, we can imagine a deck combining League of Assassins and X-Men. John Proudstar is stunned during the recovery phase, and remains stunned into the next turn through the use of Lazarus Pit. Will his effect try to KO him at the start of the next recovery phase?
I imagine that it will, since no part of his card describes a duration of "this turn." But should his wording be updated to match this new "next" template?
Since his ability doesn't use next, the same turn is implied. That is, if he becomes stunned after the start of the recovery phase, his triggered ability goes on the chain, but never resolves since it ceases to be valid at the end of the turn. This is what I presume the difference to be between a wording like his and the one for Bat's Belfry, but a clarification would prove useful.
OK i got the ruleing form upper deck I will post it here

Remove two cards in your hand from the game >>> Whenever target Arkham
Inmates
character you control attacks a character this turn, exhaust that
character. At the start of
the next recovery phase, return the cards you removed from the game to
your hand.
What recovery phase is the this refering to??? the next recovery phase
to occer? or does it mean the one after the next one.
and the response is
Whichever recovery phase happens after you use the power.
