Lets say the opponent plays Kaboom/Foiled/Have a Blast/or anything that targets your resource row. If you flip State of the Union will the effect be removed from the chain (fizzle)?
Now when is the actual target chosen for any plot twist?
Lets say I can flip State of the Union in responce to on of the mentioned plot twists, does the opponent have to choose a new target (their own resource)?
If hostage situation is target by one of the mentioned plot twists, and is then turned face down, then the opponent's card resolves, then can you turn hostage situation over to resolve it?
When do effects "at the start of the recovery phase" actually check? Can you flip over cards that only check at the start of the recovery phase to somehow add it to the "begginning of the recovery phase" or does it have to be in play to resolve? In other words can you flip over cards that trigger "at the beggining of the recovery phase" so they cant be kaboom'ed or Foiled?
Can you use Mercy's effect on herself?

1) If you chain State of the Union, it will work in a Fizzle-esque manner.
2) Target is chosen when the card is played.
3) #2 answers this essentially, but you don't choose a new target. (Certainly not their own resource!)
4) I believe anything chaining to the start of the recovery phase occurs prior to the recovery phase, so chaining an effect would in essence be playing it during the combat phase, thus leaving you open for Ka-Boom/Foiled!
5) You sure can use Mercy's ability on herself . . . she's that good!
1. Yes, if you chain SotU, it will negate Foiled/Ka-Boom/Have a Blast! as well as any other plot twist that targets any of your resources.
2. Targets are choosen when an effect is played, before costs are paid.
3. No, they do not get to 'choose a new target'. Basically, if all targets are no longer valid, the effect is negated.
4. Anything that has a 'at the start of the recovery phase' trigger must be face up and in play before you enter the recovery phase; that would be in the combat phase, or earlier. By the time you flip it in the recovery phase, it is too late since the 'start of' has already passed.
5. Yes, you can target Mercy herself with her ability (if she is a defender) - but her effect will be negated since the cost to play her effect is to KO her. The attack will then conclude with no defender, and all the attackers will ready.

When the Kaboom/Foiled/Have a Blast tries to resolve it will find it has an illegal target and the effect will be negated.

Targets are always choosen during the announcement of an efect.

The oppenent can never choose a new target. You always choose the targets when you announce the effect and that same target must still be a legal choice when the effect resolve or it will be negated.

I think I know what you are asking here. If you use the payment power on Hostage Sitation your opponant can in respose try to Foiled/Have a Blast it. If you then turn the card face down with some effect, the Foiled/Have a Blast effect will be negated.
Once you flip a resource face down, it is not longer the same object. So even if you flip it back up again with the original Hostage Situation effect still on the chain, it will still not work.
As far as the game is concerned, this is a new Hostage Situation. The effect is only looking for the original Hostage Situation that put it on the chain.

As soon as you enter the recovery phase and right before anyone would get priority, these effects would trigger and go onto the chain

By the same you have priority in the recovery phase to flip up a plot twist or location, you have already past the point at which "At the beginning of the recovery phase..." would have triggered. It will not retroactively go back and trigger.
If you want a card that has "At the beginning of the recovery phase..." to trigger, it has to be in play BEFORE the recovery phase starts. In other words, you would have to flip it up in the combat phase proceeding the recovery phase.

Yes, since you choose targets before you pay cost, you can first choose Mercy as the target and then KO her for the cost. When the effect resolves, it will be negated due to an illegal target.
