Got a few complicated questions. I'll start with the easier to phrase one.
I play justice like lightning on my attacking thunderbolt. It doesn't target while using the exhausting effect so I guess I wouldn't chose a character until it resolves. So if my opponent exhausts the character I choose do I select another? Or more likely they can't choose to activate an effect while it resolves only when I play it?
"Target attacker you control gets +2 ATK this attack. If that attacker has the Thunderbolts affiliation, exhaust a character an opponent controls."
My next question is harder to phrase. It basically has to do with my Thunderbolt deck again. I wish to attack with the 6 drop Songbir. She exhausts then readies,I then wish to play teamtactics on her but I want to play my beatdown on her first so that can also be doubled from +5 to +10. Is it legeal to let my effects resolve and then chain them in such a manner? Would I not need to pass priority to do so? If my opponent passes right away wouldn't I lose my chance to play my effects/ I could use a little clearing up here.
Since you choose on resolution, no player gets to act between your choice and its exhaustion. While JLL is on the chain, the opponent can still reinforce and exhaust for effects freely. You just don't have to pick them on resolution.
In the case of Songbird, you can do this two ways. If you play Team Tactics first, followed immediately by Savage Beatdown, SB resolves from the chain first. You can also play SB and let it resolve before you play TT, and the net result is the same. Make sense?
Oh so it doesn't matter what way? I was just wondering if I had to pass or not to let it resolve. I'll make it a bit clearer.
I attack my opponents lets say Blackheart lol. Both players pass and she exhaust. I then play Savage Beatdown. This is where it gets tricky. I want to let it resolve before I play my team tactics. To let it reslove I pass. My opponent then imediately passes. I do not regain priority to play my team tactics.
That represent my confusion a little better?
Also just now... I activated Spider-Tracer on my opponents Batgirl. Can Jason Todd use his effect when I attack her?

In the situation you describe you will regain priority to play your Team Tactics immediately after your Savage Beatdown resolves. Both players must pass on an empty chain in order for you to miss your opportunity to play Team Tactics (or anything else for that matter) and let combat resolve.
Just to clarify a little what NapalmStrk was saying, Since you and your opponent passed when the Savage beatdown was on the chain, Savage beatdown will resolve and now you once again have priority to put more effects on the chain.
Any time an effect resolves off the chain both players are going to have a chance to put more effects on the chain. If they don't want to do so, then they both pass again until there are no more effects resolving off the chain.
Also as Canamrock said, you can play Team tactics then when you still have priority put Savage Beatdown on the chain as well.
Now when you pass if your opponent passes too, then the savage beatdown will resolve and you will get priority again. Since you want Team tactics to resolve you pass again and your opponent passes again.
The end result is exactly the same as if you had played it the way you originally described.
Yes. Thunderbolts Plaza resolves first and they choose to ready a character or location they control, then when JLL resolves you shoose a character to exhaust.
Another one. Is Daredevil, Matt Murdock effect of +2 and semi flight cause him to move to the hidden area or is that effect optional? Would you have to move him if you paid the 3?

Daredevil
"Pay 3 endurance -> Daredevil gets +2 ATK and can attack as though he had flight this turn. Move Daredevil to your hidden area. Use this power only once per turn."
He doesn't say 'you may'. He says Move Daredevil. That means that you must do this if possible.
In short, the answer is when you use Daredevil's ability, he will go to the Hidden area.
I play Team Tactics, exhausting her, but before the effect resolves, I play Deadly Conspiracy readying her again.
1. Does Team Tactics still double her attack although she's not exhausted anymore?
Now... before Team Tactics resolves, I activate Mt. Charteris giving her +2 ATK. So now her total attack is 15 before Team Tactics resolves. Team Tactics resolves giving her a 30 ATK. Now I use another Team Tactics and exhaust her.
2. Before the 2nd Team Tactics resolves, what is her ATK?
3. After the 2nd Team Tactics resolves (Melissa is exhausted), what is her ATK?
1) yes the exhausting was a cost. once the cost is paid it doesn't matter if she readies again with another effect. The effect uses the term exhausted character only to clarify which character is being referenced. IF instead it had said target ehxhausted character, then the character would have to be exhausted when the effect resolved (but it doesn't)

But then I use my Fast Get Away and save the day for myself.
That is a tricky combo to pull off but pretty impressive none the less.
