I've noticed this change in the comprehensive rules.
Previously,
- 501.4c A plot twist or location that turns face down
is not the same object any longer. A face-down resource that turns face up is also not the same
object any longer. (See 701.11d.)
701.11c A resource that is turned face down is no
longer the same object, though the same card still
represents it. It no longer remembers any choices that
were made by it, though it does retain any counters
that were on it. Turning a resource face down does not
alter its ready or exhausted characteristic.
And now,

Does this mean now that an resource that turns face up from face down is the same object?
I believe this is altered for effects like Perry White, or Purple Man. There was always a bit of contention about if they flip the resource you look at, it was no longer the same resource and you should be able to select another.
Ugh. The wording is oddly ambiguous. The PT / Location is no longer the same object when turned up or down... but that doesn't explicitly cover the resource itself as well. If it does, then Apocalypse targetting a face-down PT doesn't get to blow that up if it can be played in response to his effect. If not, he still works like he did before.
It almost seems like they're willing to let you avoid Apocalypse, but you've gotta take the effort to turn that resource face-down, which isn't that easy.
As for Perry White and Purple Man, no, this doesn't help them. They are restricted to targeting face-down resources, and so their effects will be negated if the resources are turned face-up before resolution. 501.4c can't help them.
Significant Change in Rules with regard to Apocalypse
Previously, turning a face - down resource face up or turning a face up resource face down negates Apocalypse's triggered effect upon resolution since the objects are no longer the same.
Now from what I gathered from the new comp. rules, turning a face-down resource face up no longer negates Apocalypse's triggered effect - for starters.

Yes, but it will no longer be the same target. Apocalypse targets a specific resource. When that resource is flipped down, it is no longer the same resource that was targeted because it is a different object.
It seems that, originally, effects that target a specific resource, without any other characteristic:
i.e. Apocalypse, 3-drop Kang [Ransom?], Under Seige, etc ... could be stopped by turning the resource face up.
The current wording eliminates that.
Now, only turning a card down will stop that. Making it much harder to get away from these effects.
It's good to know as I was [as many others probably were] under the impression that, outside of replacing the resource, there wasn't much to be done to avoid effects that merely target 'a resource'.
