I just bought the new 4 pack deck tins. The store where I normally play got them in.

I am talking about the new JLA and Avengers 4 deck box 4 booster pack, 4 EA cards. This set is well worth the money

So you get JLA packs in the JLA tin before the set is officially released? That doesn't make much sense.

Im not in charge of how the sets com out.

I just know that I opened eight packs of JLA Today that all came out of the deck tin sets. I traded for the other 4 off of my buddy.
