I was just wondering about a question I had today. If a character has a payment power that has a restriction of once per turn. If that payment power is negated, are they free to use it again? I guess what I'm asking, is whether or not the restriction part of the payment power is part of the effect (and if not, why not? since it's still part of the text), and hence negated with the rest of it?
Example:
Player A pays 1 resource point for Sunder's payment power, which has a restriction of once per turn:

Sunder, Callisto's Enforcer
Character, Morlocks, 5

Mutant — Physical
Sunder cannot have reinforcement.
Pay 1 resource point >>> Sunder gets +5 DEF this turn. Use this power only once per turn.
and Player B stuns Leach to use his power:
Quote
Leech, Inhibitor
Character, Morlocks, 2

Mutant — Energy
Evasion
Whenever Leech becomes stunned, you may discard a card. If you do, negate target character payment effect.
Can Sunder's controller pay another resource point (assuming he has one) to use Sunder's power again?
500.1 Powers exist on objects or cards. Additional costs or play restrictions on cards are continuous powers that function in the zone the card is played from.
The play restriction is a continuous power, so it prevents you from using Sunder's power a second time from the instant you use it the first. It isn't part of the payment power, and doesn't rely on the effect resolving.
If the restriction was part of the effect, one result would be that you could simply use the power many times before any of the effects resolved. The same logic would apply, and it would take the teeth out of the "once per turn" limit."
