the effect of psylocke say negate plot twist effect.can i negate a plot twist effect that have not been activated in the attack?

exemple:flying kick been activated before the player has declared is attack.
can i negate it effect when psylocke defend?

You can only negate things that are still on the chain. If Flying Kick has already resolved (say, before the attack) then you can't negate it.
