What happen when I have a stealthed character on hindering terrain and there is an opponent character with the outwit power in an adjacent square? Can the opponent character use outwit against my stealthed character to turn off a power?
No. Outwit requires LOF even if the Outwitter is adjacent to the target. Since Stealth blocks LOF, you cannot use Outwit on a character that has Stealth and in hindering terrain. The exception to this is if the Outwitter has an ability that allows them to ignore hinderin terrain (such as the Superman ally TA).
No that don't sound right. I thought anyone NEXT to a character (aka BASED) - always has line of fire, period. Unless of course there is blocking line in between you, but thats not the point. If you are based with someone you can nail him with attacks, perplex, and outwit. Its in the rules.

As darius_dax1 put it. No you can not outwit anything on a figure in stealth even if you are in base contact. Even if you are base to base you need line of fire to the targets square, and since they are in hindering your LOF is blocked.

I would like to add that any LOF drawn to a stealthy character that crosses hindering terrain (even if the Stealthy character is not standing ON it) is blocked to the character with STEALTH.
To accent the previous posts, you cannot Outwit, Perplex or Prob. Control, or make a RANGED attack, on a fig using the Stealth Superpower, EVEN WHEN BASED, ever.
You can use these powers on a friendly in Stealth, but you need to declare that you have turned off your Stealth, which automatically resets at the end of your turn, so your stealthy fig is once again safe from Outwit, Perplex, Prob. Cont., and any RANGED attacks from opponents.
Unless of course they are utilizing that pesky Superman Ally TA.

Actually you can't use OUTWIT on nor target friendly characters.
Ugh this game gets more and more confusing. Correct me if I'm wrong. And I apologise for my other post if it sounded "all knowing" or whatever. But anyway, if 1 Black panther was standing up on another black panther - with black panther #2 being in hindering terrain and stealthed - that first black panther can't do anything - not even attack right? Thats how I'm understanding this.
The thing is easier, you'll see. The thing is that a LOF is drawn from the center point in the base of the character to the center point of the target character, and even if you are adjacent you are crossing hindering terrain when you draw your LOF, and if the target character has stealth well I don't have to explain what happen. The same thing happen when a hovering character want to make a range combat attack to an adjacent stealthed character. Thank you all for answering my question you made it possible for me to get this answer.
