Lex Luthor's wording states that "At the start of the build phase, each of your opponents draw two cards." Criminal Mastermind states "At the start of the build phase, each player draws a card." Many of the Injustice Gang cards are based around this wording.

Is there a uniform build phase when this takes place? Or does this take effect during each player's separate build phase? For example, if Lex is recruited off-initiative, does the opponent have to draw the cards in this round? Or does this start on the next round.

there is a universal start of the build phase. It all starts at the same time, then you lay resource(resource step) recruit characters (recruit step) and form up. then the ohter player does the same thing.

so to answer your question lex comes in on turn 3 during your recruit step, the build step has already started so the opponent will not have to draw for his effect until the next turn.
