Does the effect, especially the second part of the second sentence regarding payment powers, use the chain?

Yes, her effect, when she becomes an attacker or defender, triggers and is put onto the chain. You would be able to respond to her ability by using a payment power.

Yeah. Every triggered effect uses the chain. If she attacks your character, her ability triggers and goes on the chain. You then have a window before it resolves to chain whatever payment powers that character might have.
Every effect uses the chain. Even something like Total Anarchy or Fatality put the KO effect on the chain and you can sac the characters or bounce them as you please before it resolves.
Most effects do. Continuous effects don't. You would not be able to use payment powers, for example, when the 8-drop Ra's al Ghul comes into play. Similarly, you cannot chain to the flip of Doomstadt with the intent of doing something before Dr. Doom gets his 3 DEF (or ATK now).
Well, that's true. Wasn't thinking of locations and ongoings. Character continious powers still give you a chance to respond though since they have to be recruited, not just flipped. Thanks for bringing that up though.
Well, it really is that every effect uses the chain, by definition. Continuous powers don't generate effects at all, which means Vs. doesn't have "continuous effects," and also explains why you can't negate things like Doomstadt's ATK/DEF boost; it goes straight from power to modifier.
