Yes, The FF, Batman, New X-men/Brohood starters are all good to go in silver.

The sets that are not legal are DOR, DSM, MOR, MSM, just as you'd said.

At the moment, Silver Age is Spiderman through Crisis. On the 23rd, when Heralds becomes legal, Spiderman will rotate out. Superman will rotate out when Legion of Super-Heroes becomes legal later in the year.
