In this case, have you moved any number of Hidden Manhunter characters? If the answer is yes, you've paid the cost. If the answer is no, you have not!

Moving from the hidden area support row to the visible front row is STILL moving. So, yes, you have paid the cost. You will get teh effect.

unless the effect specifies that the character you are moving must stay in the same row (i cant think of any that do off the top of my head) then yes, that is perfectly fine (assuming of course that you have not already used Grandmasters ability that turn)
