You can play it, yes.

You can never move to the next phase/step/substep until both players pass on an empty chain. After the draw effect resolves, it takes two more passes to move to the build phase.

No, if you played it from your hand during the draw phase you would only get the non-ongoing portion of the plot twist.

yeah... you'd have to play it from your hand....
'cause you can't put it in your resource row until the build (after the draw is past)
