Switching from hovering to soaring (or the reverse) can only be done while the character is moving costing them one movement point (the exception being when the ability to soar is outwitted). So if the character is being given a move or power action to move then yes, they will get a token.

Unless explicitly allowed in the power description (ie. Support), you can not target your own character. From page 7 of the General FAQ:
"Target Friendly Characters
Powers which inflict 0 damage (such as Incapacitate) or No Damage (such as Force Blast) may not target a friendly character. Support specifically targets a friendly figure, regardless of the potential to inflict damage through a critical miss."

So no, you can't MC your own character.
