How does this card work? Is the boost until end of turn or rest of game and does his text count for himself when his is recruited from the resource row.

Whenever you recruit a non-Army character from your resource row, target opponent loses 2 endurance.
Boost 1: Senyaka gets +1 ATK for each face-down resource you control.
the effect is a continuous modifier, so it continually checks the amount of face down resources.
and no, his burn effect will not count himself when he is recruted from the resource row. Senyaka has to be in play when the character is recruted, and he is not in play when he is recruted...
I believe his Boost is errataed to last until the end of the turn. It doesn't matter from where he comes; so long as you recruit him, you can potentially use his boost effect. So whether he's played from your hand, resource row, or other area (such as the KO'd pile, using Attend or Die!), if you're recruiting him, you can use his boost effect if you have the extra resource point.

I looked for a supporting rule in the CRD, but couldn't find anything specific, the only reason I'm pretty sure of this is that pretty much the same question was on the Level 2 judge test and I got that right...

But you're talking about a continuous modifier from an effect, whereas Senyaka's comes from a continuous power; it never generates an effect, and doesn't fall under any rules for effects. Continuous powers can constantly update.

The definition of Boost is that you can pay an additional cost while recruiting the character, and if you do, the character will have its Boost text for that turn.
You're right, I keep forgetting that not all boost texts are effects.
These guys are right, Senyake does continually check for how much +1 he gets, and yes, only on the turn you play his boost.
Yes, and as for whether Senyaka's text can trigger off of himself, you have to realize that there is a difference between "Recruit" and "Come into play".
You know how there's a difference between playing a plot twist and resolving a plot twist. This is the same kind of thing. You "recruit" a card, when you place a recruit effect on the chain. The recruit effect hasn't resolved yet. That is, the character card that you have recruited has not yet come into play.
So, it's interesting to note that when you recruit Titania, Vengeful Vixen, you actually get her free RP before she comes into play. You can play Reign of Terror before Doom comes into play. Why? Because these cards require that you have "recruited" the character...NOT that they necessarily have come into play.
