Does Pulse Wave ignore Soaring?

In the PAC it says that "Pulse Wave ignoreses all team abilities and powers and abilities characters within range have."

So I could hit a soarer from full PW range not half of the half.

Also does PW ignore the PWers power and ability sets? So if I am soaring can I still PW pieces on the ground? Even though the rules say that Soaring characters cannot affected grounded characters, this seems to be a contradiction in terms.

Well, I have no idea what the correct answer is, but if it can be a range combat action and still everyone insist it doesn't target anything, and thereby go against the targeting freindly rules, then why not do it while soaring and go against the cant attack the ground while soaring rule. If they say you're not targeting on the ground, then you're not targeting in the air either!

Flight is not a super power, it is movement type/mode. PW should not ignore Flight, nor should it ignore soaring with Flight. Even though you can Outwit the ability to soar, soaring is not defined as a super power, so PW will not ignore it.

I know it is not a power but what about the "abilities" part of the quote?

Soaring characters can't affect non-soaring characters so it goes beyond targetting or attacking. So a soaring character could not do a pulse wave hitting non-soaring characters.

As for the ignoring the ability to soar, you still halve the pulse wave range (so you take 1/4 of the character's range) to the soaring character. Ignoring their abilities doesn't bring them down (they are still at soaring level) and LOF to a soaring figure is halved.
