In the tournament last week my opponent targeted one of my figures and one of the third players figures with Bat man and tried to deal 2 damage to me and 1 to the other guy saying that this was a rule change in the new faq. try as i might i can't find where it says he could do that. can he?

This is not a rule change in the FAQ, it is a rule change from the INDY CLIX rule book. The INDY CLIX rule book replaces both the Marvel and DC rule books as the official rules for all of Heroclix.

Multi-attack damage nolonger deals 1 to every target. You divide the total amount of damage between the targets as you see fit.

Batman, doing 3 damage, could divide it up versus any successfully hit target, even doing 0 damage to one target and 3 damage to another.
