Would such cards as not so fast that say a specific cost to negate a card affect a card as Live Kree...or Die and Lunatic Legion when you have recruited enough characters to make them a cost 1 or less

Almost positive the answer is no and whenever effects talk about the cost of a plot twist, you use the printed cost

Just as a follow up would that include the cost of a character.

Like say you recruited 4 kree characters, a 2, 2, 3, and a 4. The 3 and 4 drops are going to cost 1. so if your oppent has a card that can stun a 1 drop character, would that be able to stun the 3 or 4 drop?

No, cost refers to printed cost so unless something modifies printed cost (of which I am unaware) regardless of modifiers or what you actually pay the cost of a card is what is printed on it.
