This thread is designed for decklists that have low dollar values.
The decks I'll be posting are going to be easy to build through a little trading and casual pack/box purchases.
These decks are most likely going to be greatly improved by including high end cards like Mobilize. DO NOT BOTHER TO POST COMMENTS SAYING SO. That is the entire point of this thread: AFFORDABLE deck building.
I'll start with a Superman deck list:
Superman for All Seasons: 60 cards
Characters: 33
2x Perry White Chief
2x Lois Lane Earth 2
1x White Lotus Supermen of America
1x The Newsboy Legion
2x Hiro Okamura <> Toyman Whiz-kid
2x Gangbuster Jose Delgado
2x Krypto Guard Dog of El
1x John Henry Irons <> Steel Steel Works
4x Superman Red
4x Superman Clark Kent
2x Superman Man of Tomorrow
1x Superman Returned
1x Superman Blue
4x Superman Kal-El
2x Superman Avatar of Peace
1x Superman Deterrent Force
1x Superman Man of Steel

1x House of El
1x Smallville

2x For the man who has everything
2x Look A-like Squad
4x Solar Powered
4x Impervious
4x Soaring to New Heights
2x Man of Tomorrow
Play tips:
This deck functions at it's peak when dealing with opposing combat oriented decks. Using in combat pumps to avaoid stunning on your own initiative, and using the 4 cost Superman Clark Kent to control who your opponent can attack and when you can slowly control the entire field by turn 6, using Superman Kal-El to protect your Superman Clark Kent, costing your opponent an entire attack that turn. Look Alike Squad should primarily be used to cheat uniqueness, and only be used to replace Superman on the 'Kill Turn'.
Don't be afraid to avoid attacking on a turn where you stand to lose more than you stand to gain.
Enjoy!
P.S.: If you have a favorite team you are having trouble working out a decklist for, drop me a line and let's see what we can cook up for you!

4x Xavier's School for gifted youngsters

2x The Blackbird
Play tips: Thinking Outside the Box is your best friend in this deck. Remember to use Longshot only to name Mr. Fantastic and Invisible Woman, and use the team up cards to draw the Cosmic Radiations from the bottom of your deck when they appear.
Do not play Franklin until the turn you are ready to set of the combo, or you risk him going to the bottom of your deck before you can get him back with a Thinking Outside the box. The exception to this rule is if your opponent goes first, and misses on turn 1. Then you can risk playing Franklin one turn 1. Otherwise, I advise waiting until turn 4, by which point you should have gotten at least 1 Cosmic radiation if not 2. 2 radiations plus the School's activation will allow you to reduce the cost by 2 for each. If you are lucky enough to hit more than 2 radiations and an extra school, you can even make it possible to play the 8 drop Sue on turn 5.
Most of the rares listed here can be found for about 1.00 each. A few might run you about 5.00 each at the highest end.
You can build a pretty solid Morlocks Evasion deck with no rares. Sure, Back Against The Wall makes it that much better, but key cards like Marrow, Shrapnel Blast and Last Stand are common/uncommon, as is their search card.
I run a reservist avengers deck that boasts no rares, but is golden age. In the realms of golden age it isn't AMAZING but is fun to play. I will post a deck list if anyone wants it.
4x Lockjaw, Inhuman's Best Friend
4x Franklin Richards, Creator of Counter-Earth
2x Quicksilver, Inhuman By Marriage
4x Wolverine, Skullknucklehead
3x Captain America, Skrull Impostor
1x Tonaja, The Responsible One
4x Ethan Edwards, Visitor From Another Planet
1x Dewoz, Dark Reflection
4x Paibok, The Power Skrull
1x Super-Skrull, Kl'rt
1x Maximus the Mad, Mental Manipulator
4x Warskrull, Skrull Infiltrator
4x The Great Refuge
4x Act of Defiance
4x No Man Escapes the Manhunters
3x Flying Kick
4x Interstellar Offensive
4x Extended Family
4x Mutopia
Most of it's just un/commons. Now, if you're trying to EA/FOIL it out, you might spend some cash trying to get the Great Refuges and EA No Mans but, overall, you won't spend a hefty load of cash for such a deck.
And really good. Although I hear Joysticks are getting expensive these days...
Here's my decklist:
[1] Mikado and Mosha
[4] Joystick
[4] Ape X
[4] Melissa Gold <> Songbird
[4] Shape
[4] Lady Lark, Linda Lewis
[4] Golden Archer
[4] Albert Gaines <> Nuke
[4] Dual Sidearms
[4] Jetpack
[2] Thunder Jet
[1] Flamethrower
[4] Answer The Call
[4] Surprise Attack
[4] Flying Kick
[4] Mega Blast
[2] Other-Earth
[2] AIDA
It's very fun to play...and it's really not all that expensive. A box of Avengers and a couple singles from MOR, DOR, and MMK is all you should need.
PLAY TIPS: ALWAYS, ALWAYS, ALWAYS TAKE THE INITIATIVE WITH THIS DECK!!! This is a beatstick deck - you want to do all your damage by combat. A game with this deck potentially should not pass turn 5. Turn 1 you definitely want Joystick. Drop as many cards out of your hand as possible (Play all pumps on her turn 1). Turn 2 is a toss-up between Melissa Gold and Shape because Melissa can hurt you a couple turns later, but Shape is just as big if you have no cards in hand (which hopefully you don't.) He also gains defense as the turns progress. Turn 3 - Lady Lark, Turn 4 - Golden Archer, Turn 5 - Nuke. Try to play your Other-Earths on turns 4 and 5 when your guys are huge. Other-Earth can seal the deal for you. AIDA is awesome - especially when you dump your hand every turn and get to re-use it. Golden Archer / Flamethrower (on another character) is your back-up win condition in case your combat gets shut down. Try to use your Answer the Calls at the end of the turn - because when you use it you will be stuck with a character in your hand unless your in the build phase and haven't used your resources yet.
This is my "Greatest Guys" deck. It consists of the JLA, JLI, and JSA teams. It is quite fun to play and only 3 rares which can be swapped for less expensive cards.

The general idea --- Either one drop searches for your two. Your three drop searches for your four. This makes it pretty consistant to get characters out. The main goal of this deck is to power up your characters and abuse the "Ally" ability. It's quite easy to keep all of your characters on the field and keep a lot of endurance by the start of turn 5. Turn 5 is your kill turn, where Firestorm hits the field. Using his effect you can draw a lot of cards and power up like crazy. Don't go to overboard on the card draw, because it does cost 3 endurance per card, but the ability to constantly power up is ridiculous. Superman is in there in case the game goes to 6. Phantom Stranger is only meant as a power up, but for some strange situation occurs and you hit 7 he isn't to bad...
