Dr. Fates Tower
When you flip Dr. Fate's Tower, you may discard a card. If you do, search your deck for a Fate Artifact card, reveal it, and put it into your hand.
Backup: Activate -> Transfer all equipment on a character you control to another character you control. Use only during the build phase.
M60
Equip only to Punisher.
Equipped character gets +4 ATK.
I know you cannot search out M60 with Black Panther, do the same rules apply when using the backup of Dr. Fates Tower?
Example:
I have a Punisher with an M60, a Captain America 5 drop, and a Dr. Fates Tower. Can I use the tower's ability to transfer the M60 to Captain America?
I have a punisher with an M60 and 3 Fate artifacts.
I use the tower to transfer all equipment to a 4F Ghost rider.
What happens exactly?
-punisher keeps M60 and Fate's are transfered
-punisher is unequiped and Ghost rider has all equipment
-punisher is unequiped Ghost rider has the fate's and M60 goes to KO
You must move each piece one at a time. If you transfer the M60 first, then the character has reached its maximum equipment and the fate artifacts stay where they are. If you transfer a fate artifact first, then you can continue to move the rest of the fate artifacts, but the M60 will stay where it is.

I have fate set on Shayere Thal and an Nth metal on Katar Hal. Using Fate's Tower can I transfer the fate set to Katar....I assume the Nth Metal just gets KO'd. It doesn't stay equipped to him does it?
As part of transferring equipment from one object to another, its controller must check whether it is legal to attach the equipment to the object to which he or she is transferring the equipment. The object must be of type character and the object must not have the stunned characteristic. The object must not already have its maximum allowed number of equipment equipped to it. A player may not transfer equipment from a character with the stunned characteristic. A player may not transfer equipment to a character he or she does not control. A player may not transfer equipment to a character that does not meet all of the restrictions the equipment has concerning what it may be attached to. Modifiers can’t transfer equipment from a visible character to a hidden character, or vice versa, unless that equipment has concealed—optional.
So, the bottom line: the first effect doesn't work. The new character isn't named punisher, so it can't have the M-60; and he can't have two equipments. Dr Fate's Tower checks ALL equipment on the character, so can't just transfer the legal part.
The second scenario doesn't work either. An equipped character is not a legal target for the fate artifacts (assuming it can't hold two equipments), so the attempt to transfer would fail.
No, Fate's Tower specifically wants to move all equipment, so can only be used if the entire transfer is legal. Similar to the case with the M-60 and the Fatifacts; the fatifacts would be legal, but the M-60 would not, so Fate's Tower fails. In this case, adding 2 to the guy with 1 equip would be an illegal transfer.

Actually, neither EvilDave nor dschneider are right on this one---Fate's Tower checks each equipment, one at a time. And while you have to try to transfer all of them, it's not actually an all-or-nothing situation.
No matter what, the M60 isn't legal to transfer, and stays where it is. But since the character isn't equipped yet, the Fate set is going to transfer. You have to pick the order that you transfer them, but in this case the order won't really matter.

Whichever equipment you decide to transfer first, that one will be successful. The other one will not be legally transferable, and so will stay where it is.
However, if you had a doubly equipped and a fully unequipped character, you couldn't voluntarily only transfer one of them. You have to complete as much of the effect as possible, which in this case means attempting to transfer each equipment, one at a time.
From the Crisis FAQ, on Dr. Fate's Tower:

If you choose to transfer from a character equipped with two or more equipment, that equipment transfers one card at a time, in the order of your choice. As a result, if you successfully transfer one Fate Artifact from the chosen character, you must transfer all other Fate Artifacts equipped to that character. Equipment that can’t be transferred stays where it is.
