* The keyword shift means:
Pay 1 or more resource points >>> Remove this card from the game shifted with that many shift counters. Use only if this card is in your hand.
* Cards have two additional powers while shifted:
Pay 1 resource point >>> Put a shift counter on this card.
Remove X shift counters >>> Put this card into play if you control X or more resources, where X is its cost. Use only during your recruit step.

At the start of the recovery phase, recover all stunned characters you control that entered play this turn.
So Shift lets you hide characters until you want them put into play. Judging from the Blink preview, there will also be at least a minor resource-gain aspect to it, since you can shift out a bunch of cards and then use stuff that puts shift counters on them to put them all into play at once. You can't jump the curve, but you can get more out of your resources.
Just to make sure I understand this. On turn one, you can remove Illyana from the game with 1 resource point. On turn 2, you can pay 2 resource points to her, giving her 3 Shift Counters total. On turn 3, you can play Blink, giving you a 3-drop and your 4-drop a fourth Shift counter, so on turn 4, you can remove all those counters, play Illyana for free, and then get another 4-drop that you're actually recruiting?
I do agree that the "written out" power looks awkward, but believe me, it plays out much easier than it reads. I think its about as complicated as substitute. Please ask any questions about this power, and I'll try and answer them all!
This is very much like Suspend in Magic, and it might even be done in a way that makes it fit in to VS very well.
I love the slight Resource Acceleration feel to it, even though Resource Acceleration is a little bit broken as a concept in VS.
Omnipotence has no effect on a Shifted card, though, does it? Since the shifted card isn't actually in play...? Does that part matter to Shifted cards?
