If I have Black Panther on the edge of a building can I target a grounded figure behind another grounded figure?

I would not be able to draw line of fire if we were on the same level, but since I'm on the building can I ignore the other figure?

the way i understand it is that figs do not block lof, but if there was a barrier there lof would be blocked. wait for a judge to confirm tho.

No need to wait for a judge, the answer is in the FAQ under Rulebook Corrections (page 3):
"Change the following in the second line of the fifth paragraph under Elevated Terrain, page 16: “Line of fire from an elevated attacker is not blocked by grounded characters.” Grounded blocking terrain now blocks line of fire from an elevated attacker."

The LOF is not blocked by grounded figures so BP can shoot over them.
