It’s the word “And” that gets me on his special speed. I’ve seen that used many times on cards to join two actions. I’ve also seen”or”. Later on he can use ranged combat expert and close combat expert in the same turn. It’s really confusing.

It just means he has access to both Powers but still needs to activate them normally. Do you know how the action system in Heroclix works? If not, it might be Worth Reading up a bit on it. I'd give you some pointers myself, but I am a bit rusty on current game terms.

Agreed. Pages 7 and 8 in the rulebook are a great place to start studying up. There are other places that give more information, but that'll get you started on how the actions work.
Some powers will give you several powers that don't interact with each other at all just to give you a variety of options, but they can't always be used together unless the power says they can... like RS and RCE, which normally can't be used together but a couple figures allow it.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
Most characters have multiple standard powers on any given click number on their dial. If they have, say Running Shot in the Speed slot, and RCE in their Damage slot: you can say "tey can use RS and RCE". That doesn't mean together, it just means they can use either one.
I can run. I can swim. I cannot run and swim at the same time. Same logic here.
But some powers do work together (Charge, flurry, and BCF is a popular combination when a figure can use all 3) so that may cause some confusion as to the intent...

Those three are all used within the same action, though. Charge and Running Shot are both powers that can move and then attack, hence why I made the parallel of running and swimming. Of course yes, I understand why the confusion can exist in the first place, but I figured a simple visualization could help it to make sense.
