Pulse Wave used to have a feature where if you could only target a single opponent... the damage was the printed value instead of the standard 1

i haven't used it in a while and recently noticed this clause was no longer in the Pulse Wave Definition.

It still works the same. It says that you deal 1 damage to each hit character instead of normal damage if you target multiple characters. That means that when you don't, and you only target one, you deal normal damage.
