Flyers can move through opposing characters?
Flyers cannot make ranged attacks through opposing characters?

The PAC provides the answers you need. Look at the back of it, and check the keyword Flight. You can see it shows a series of Improved Movement symbols and Passenger: 1. The symbol that shows an arrow going through two symbols means
So yes, you can move through enemies. However, there's no Improved Targeting, so you may not shoot through opposing characters.

You need "Improved movement: Characters" move through opponent character and doesn't give you that.

This is wrong. Here's the wording of IM oo> from the PAC: "This character can move through squares adjacent to or occupied by opposing characters without stopping. (Still needs to break away).

Still does not grants IM: Characters.

Yeah, the only difference is IM: Characters lets you automatically break away. The other one does not.
