The old rule about Pulse wave was if there was only one opposing figure in range of this attack ; that figure took the printed damage administered by the attacker .
According to the narrator featured in the video below , Pulse wave only delivers a mere One Damage , even if there is just a single opposing figure within range of the blast .
Pulse wave just went from being ultra-powerful to being practically useless for an a attack on a single figure .

It still can't deal damage to characters with Stop Clicks and Damage reducers either.
Like... please fix this wizkids. At least let us pulsewave these stupid retaliators if we can get a chance. They only have 1 click, and they are immune to the thing that only does 1 click. Monsters.
Yes.
We discussed this already, and you are 100% correct.
On most situations is prefferable to do base damage than 1 mere click of damage.
I've always felt that PW was way too powerful and the "fix for everything" but now PW is a detriment on some dials!
My apologies , I don't frequent HC REALMS as much as I used to in the past , I didn't know this topic was already discussed .
I needed a confirmation to see if it was official .
Now after learning that Pulse wave is just an attack for 1 click of damage , one of my favorite figs. Black Bolt has gone from great to just being average .

Don't worry.
We all have felt this changes on one way or another.
PW went from "must play" to situational of "is my figure surrounded by enemies?"
And don't get me started on how PW can't deal damage to STOP clicks with any reducer at all!!!
Wizkids the time has come, we need Skrull Beatles.
I've always been a fan of Running Shot/Pulse Wave with a high damage value (normally by using Perplex) and having to maneuver my figure so that I'm only targeting one person. Now it makes more sense to have it on lower damage figures, and you'll have to find another way to get past those Stop clicks.

I agree with you ,
something has to be done to that new rule concerning Pulse wave .
Now in most scenarios it makes little sense to use the power against a single fig.
This, to me, is one of those changes made for the sake of the elusive "new player." I think everybody's first experience of getting knocked with a single-target Pulse Wave was one of "that feels broken." But you do learn. You learn to count your opponent's max swing and you learn why an OMA might not be the force you imagine it to be.
I'd love to know the rationale behind this, especially with PROTECTED: Pulsewave, is a tool the designers could use if they wanted to, for instance, buff OMAs.
IMO its a fine change that really only gets complaints when your looking at specific figures. All those 100pt figs with 3+dmg and pulse wave essentially got nerfed.
Try not to look at past figures though, 5 sets from now nobody is going to care about them anyway. As an overall change for the game, its good.

That is incorrect. I care about all of the 4000+ figures I have collected. Just because Wizkids and Meta players don't care, that doesn't invalidate the rest of us.
I prefer standard powers that are useful on figures of all point values, not just figures that are 50 points or less. At least if they require a precious costed action to use.

I agree. I'm not a tournament player and value consistency over the life of the game (even if it doesn't exist).
That might put me in the "bottom 10%" of people but that's okay.
As it sat it was too strong of a power, so was hypersonic speed. Both got nerfed.
That falls more on abusive dial design than the actual powers. Same thing that can be applied to the “at no cost” mechanic (They could have just stopped making figures with continuous loops like Prime Vulture instead of forcing a bunch of individual figures to be errata’d with the 2021 rule change). Those powers and mechanics become OP when game design is always finding ways to circumvent balance. There isn’t a need for so many figures to have running shot with pulse wave or damage higher than 3. Yet that basically became the norm. There should only be a select few figures to get high damage and pulse wave (Human Torch with his Nova Blast for example or Black Bolt). There should be even less who get running shot, pulse wave, and high damage.
