I know a guy who is going to be absolutely tiresome and repetitive with the Thor/Loki duo and the Legacy card.

My reading would be no since you choosing a bystander, not a power or multiple powers.

If any of the sentences would make more sense if the verb (or any other word) was a negative please treat it as such.
