Let's say he attacks and rolls the 1 for the FREE mind control.

Then during the mind control he hits, does that trigger this trait again?

i would say yes because it doesn't say once per turn. you won't be able to use mind control if you roll a 1 because it was a free action. everything else is on the table. great question and find!
