looking at the entry for this it's trait reads

would this happen at the end of the turn it was summoned or will it apply instantly if it isn't summoned in water?

Assuming it's in there correctly, nothing says "at end of turn" so instantly.

Thankfully carrying is placing a character now instead of the old method of them just being in some kind of nebulous limbo state...otherwise carrying these would KO them
